Singapore will introduce mandatory AI competency modules for all incoming students at universities, polytechnics, and the Institute of Technical Education starting in the 2027 academic year [1, 2, 3, 4]. Education Minister Desmond Lee announced the new AI baseline competency frameworks today during the Distinguished Speaker Series at the National University of Singapore [1, 2, 3, 4].

The AI frameworks were jointly developed by 12 public institutions: six autonomous universities, five polytechnics, and ITE. They include separate versions tailored for universities and for polytechnics/ITE [1, 2, 4]. The curriculum covers understanding AI capabilities and limitations, using AI to assist learning without replacing critical thinking, problem-solving with AI, and critically evaluating AI’s ethical, social, and legal impacts [1, 2, 4].

Students already enrolled before 2027 will have their courses enhanced to include AI skill components [4]. The frameworks build an integrated AI learning pathway that connects education from secondary schools and junior colleges through higher education and into the workforce [1, 2, 4].

Desmond Lee said, "What is important is the mastery to combine and apply both AI and their deep knowledge meaningfully within their own discipline," adding that the initiative is "a deliberate step-up from the AI exposure students will receive in our secondary schools and junior colleges." He noted that students will learn to "apply such domain knowledge when using AI to create and critically evaluate output, refining or rejecting those that fall short of user needs or design objectives" [2].

The framework promotes mastery of AI alongside deep disciplinary knowledge and design judgment. For example, NUS Product Design and Innovation students use AI tools to enhance productivity and creativity [2, 3, 4].

This effort aligns with Singapore’s National AI Council strategies to leverage AI as a strategic advantage [2, 3]. A committee formed in April 2026 supports the integration of AI in higher education programs [2, 3].

All new students across all public institutes of higher learning will begin following the compulsory AI modules in the 2027 academic year [1, 2, 3, 4].
