OpenAI and Singapore’s Ministry of Digital Development and Information signed a memorandum of understanding (MOU) called “OpenAI for Singapore” on May 20, 2026, outlining a partnership to advance AI innovation and talent development in the city-state [1, 2, 3, 4, 5]. The OpenAI Singapore Applied AI Lab will focus on projects tied to Singapore’s national priorities, including public services, finance, healthcare, and digital infrastructure [1, 2, 3, 4, 5]. OpenAI’s forward-deployed engineers at the lab will work with local companies and public institutions to apply frontier AI research to real-world challenges [1, 2, 4].
OpenAI plans to expand its Singapore technical team to more than 200 roles in the coming years, primarily hiring engineers and technical specialists to support this mission [1, 2, 6, 7, 3, 4, 5]. The company will also launch AI application engineer training programs and collaborate with local educational institutions to widen access to AI tools for businesses, startups, SMEs, and the broader public [2, 3, 5].
Singapore is already among the highest global users of ChatGPT and Codex, making the city a natural hub for OpenAI’s Asia-Pacific operations, which began with the establishment of its Singapore office in 2024 [6, 3, 5]. Denise Dresser, OpenAI’s Chief Revenue Officer, said, “There’s incredible talent here, which we love. This is just a great opportunity to be here – we’re really excited to expand our applied AI work in Singapore” [4].
Chng Kai Fong, Permanent Secretary at the Ministry of Digital Development and Information, said, “With AI reshaping economies, businesses and the workforce, Singapore's response has been deliberate: growing new sectors, anchoring global frontier companies here, and equipping our people with the skills to thrive in this new environment. This partnership with OpenAI reflects the Government’s commitment to developing Singapore's AI capabilities, strengthening enterprise adoption of AI, and securing good jobs for Singaporeans” [2].
In conjunction with the OpenAI announcement, Singapore also unveiled an expanded National AI Partnership with Google to further support public healthcare, scientific research, and enterprise AI adoption [9, 5, 10, 8].
The OpenAI Applied AI Lab in Singapore is expected to begin operations in the near future, with talent recruitment and collaborative programs scheduled to ramp up over the coming months and years [1, 2, 3].
