NTUC First Campus (NFC) launched the Inclusion Toolkit on May 22, 2026, aiming to help pre-school teachers better support children with diverse learning and developmental needs [1, 2, 3]. The toolkit features a handbook packed with practical strategies, three types of fidget toys, and visual cue cards designed to assist in managing behaviour and emotional regulation, addressing challenges from tantrums to restlessness [1, 2, 3].

The rollout covers 186 pre-school centres under NFC’s brands, including My First Skool, reaching around 30,000 children [1, 2, 3]. NFC developed the toolkit with input from over 50 educators across 12 pre-schools, incorporating field expertise alongside the organisation’s curriculum and child support specialists [1, 2, 3].

A core component of the toolkit is the 'Keep CALM' strategy, which encourages teachers to come down to the child’s level, acknowledge their feelings, listen without interruption, and model calm behaviour [1, 2, 3]. This approach supports teachers in creating more inclusive learning environments that address varied needs.

Justin Ang, NFC’s chief executive, described the toolkit as part of a broader effort to strengthen inclusion in early childhood education. He said, "In many ways, these are simply good early childhood practices. Because, when inclusion is embedded into daily interaction and learning, it strengthens the learning experience for every child in the classroom" [1].

The toolkit was introduced at NFC’s Development Day event held at Marina Bay Sands Expo & Convention Centre, which drew about 7,000 educators and staff [1, 2, 3].

From 2027, NFC plans to share the Inclusion Toolkit more broadly across the pre-school sector to enhance inclusive practices nationwide. The launch also aligns with Singapore’s Quality Preschools 2030 plan, aimed at raising pre-school capabilities and educator skills [1, 2, 3].
