Singapore will raise monthly refuse collection fees for households effective July 1, 2026. [1, 2, 3] Fees for HDB flats and non-landed private housing will increase by 44 cents, from S$10.20 to S$10.64, inclusive of GST. [1, 2, 3] Landed homes will see a larger hike of S$1.50, from S$34 to S$35.50, also inclusive of GST. [1, 2, 3]

The National Environment Agency (NEA) said the fee revision is part of a regular review to cover rising operational and manpower costs faced by Public Waste Collectors (PWCs). "This is part of regular review of refuse collection fees to reflect rising operational and manpower costs faced by Public Waste Collectors (PWCs)," the agency said. [1] It added that "the revised fees ensure that Singapore’s overall waste management system is able to operate sustainably." [1]

The last adjustment to refuse collection fees took effect in July 2024. [1, 2, 3] Eligible HDB households can offset part of the fee through U-Save rebates under the permanent GST Voucher scheme. The rebates are credited to SP Services utility accounts and help reduce the impact of fee increases on qualifying households. [1, 2, 3]

For the 2026 financial year, U-Save rebates are disbursed in four tranches. The first was paid in April 2026. The remaining payments are scheduled for July, October 2026, and January 2027. [1, 2, 3]

The fee increase and rebate schedule align with the NEA’s aim to balance operational costs and ongoing support for households. The new fees will apply from July 1, 2026, and U-Save rebates will continue to be credited periodically through January 2027. [1, 2, 3]
