A boat carrying undocumented Indonesian migrants capsized about 8.2 nautical miles off Pulau Pangkor, Malaysia, on May 11, 2026. Authorities rescued 23 survivors, while 16 bodies were recovered and three people remained missing when search efforts ended on May 16 at 7 p.m. [1, 2, 3, 4, 5]
The vessel departed from Kisaran, Indonesia, on May 9, 2026, heading for multiple destinations in Malaysia including Penang, Terengganu, Selangor, and Kuala Lumpur, according to Mohamad Shukri Khotob, Perak Maritime Enforcement Agency (MMEA) director. "Initial investigations found that they departed from Kisaran... headed for several destinations in Malaysia," he said. [1, 6, 7]
Initial reports indicated 37 migrants were aboard, but the final count of victims was 39, with 23 survivors and 16 dead. The 23 rescued migrants were all Indonesian nationals, including 16 men and 7 women, and were handed over to police for investigation. [1, 2, 8, 6, 7, 3, 5]
Malaysian authorities and local fishermen joined search and rescue operations. They deployed vessels, navy ships, helicopters, and surveillance aircraft over six days. The search ended as no further survivors or bodies were found. [1, 2, 6, 9, 7, 3, 10, 4, 5]
Mohamad Shukri Khotob said, "It’s the standard (procedure) for us to carry out search and rescue mission for six days. We ended the search at 7pm on Saturday after there were no new discoveries in the area." [2, 7]
The boat capsizing is linked to hazardous migrant crossings facilitated by human trafficking syndicates. Migrants were attempting to reach work destinations in Malaysia, where millions of undocumented migrants reside. [1, 2, 7]
The incident follows a similar deadly event in November 2025 when 36 migrants died off the Thai-Malaysian coast. An estimated 100,000 to 200,000 Indonesians risk the sea journey to Malaysia yearly. [1, 2, 8, 7]
Separately, on May 12, five Malaysians were rescued after their vessel sank off Greece. Two Malaysians were detained over environmental law violations, and the Malaysian Embassy in Bucharest said it is providing consular assistance. [11, 12]
