Mohd Hisyamuddin Ghazali, director-general of the Community Communications Department (J-Kom), lodged a police report on June 11 against businessman and activist Albert Tei for causing disturbances at the Ministry of Communications premises in Putrajaya [1, 2, 3, 4].
The report accuses Tei of disrupting ministry operations through multiple gatherings and protests held since May 2026, with at least four protests staged outside the Menara Komunikasi building, including a sit-in in the lobby [3, 4]. These protests were motivated by allegations that Tei’s social media accounts, including TikTok, were being blocked or restricted by the ministry [1, 3, 4].
The police report cites several legal provisions: Section 186 of the Penal Code on obstructing public servants; Section 504 on intentional insult provoking breach of peace; Section 233 of the Communications and Multimedia Act 1998 on improper use of network facilities; and Section 14 of the Minor Offences Act 1955 on insulting behavior [1, 2, 3, 4].
Mohd Hisyamuddin described Tei’s actions as provocations disrupting official duties and causing anxiety among thousands of civil servants working at the ministry. He said, "Government premises are places for delivering services to the people and must be respected and protected from any form of disruption that could affect public administration" [1]. He also called for a fair police investigation, stating, "We are asking the police to conduct an investigation. If there is an offence, take action, and if not, let the investigation determine the outcome" [4].
At the press conference held during the police report filing, Albert Tei unexpectedly appeared and engaged with Mohd Hisyamuddin. Tei said, "How are you? Doing well? Congratulations on your appointment. We are professionals, right?" [2] Mohd Hisyamuddin then offered to debate and gave Tei his phone number to continue the discussion.
Moreover, J-Kom filed a related complaint with the Malaysian Communications and Multimedia Commission (MCMC) against alleged misuse of communication networks for harassment and provocation connected to the protests [3, 4].
Authorities have been asked to conduct a fair and impartial probe to determine if Tei or his associates committed any offences. The investigation is ongoing, with J-Kom and the police expected to follow up on the case.
