The Federal Territories Islamic Religious Department, or Jawi, has formally objected to the Rain Rave Water Music Festival 2026 in Bukit Bintang, Kuala Lumpur, saying the event could affect moral values and social norms in Malaysia's multicultural society. [1]

Jawi director Hanifuddin Roslan said the large-scale water-themed music event, which features local and international performers and mixes water elements, visuals and music to promote tourism, should be reconsidered. He said Jawi “regrets the organisation of this programme” and hopes organisers will reassess its concept and remain sensitive to Malaysia’s multi-religious, multi-cultural society. [1]

The department said its position aligns with the Federal Territories Mufti Department's Bayan Linnas Series 351, which warned against entertainment that goes against Islamic guidelines. [1]

Hanifuddin also said Jawi will continue religious programmes, including lectures, talks, forums, advisories, social media campaigns and Friday sermons, to encourage Muslims to avoid immoral programmes. It said it would also organise simultaneous recitations of Yassin and special prayers across Kuala Lumpur, Putrajaya and Labuan after Maghrib prayers on 30 April 2026 for residents’ wellbeing and harmony. Umno Youth chief Datuk Dr Muhamad Akmal Saleh also criticised the government's decision to proceed with the festival, saying it did not fit cost-cutting efforts and raising concerns about water use during supply strain. He called it “one of the most foolish suggestions” and urged Prime Minister Datuk Seri Anwar Ibrahim to act on the issue. [1]

Jawi said the recitations and prayers were planned for 30 April 2026 after Maghrib prayers, while its lectures, forums and other religious outreach programmes would continue after that. [1]
