The Selangor government announced Phase Two of its Resilience Strengthening Package on June 19, allocating RM209.26 million across 15 initiatives to counter economic impacts from the global energy crisis [1, 2]. Between January and May 2026, Selangor saw 10,869 jobs lost, with 23.45% in retail and 21.3% in manufacturing. Approximately 40% of those affected were management and professional level employees, while the remainder were technicians, sales personnel, and machinery operators [1, 2].
Key to the package is the RM100 million expansion of Selangor Advance (SA500), a Shariah-compliant financing scheme based on Tawarruq designed to improve SME cash flow by accelerating payments for completed works [3, 4, 5]. Since its launch during the Covid-19 pandemic, 1,398 companies have benefited, and the expansion aims to assist 500 companies and contractors involved in state infrastructure projects at district and local authority levels. Datuk Seri Amirudin Shari said, "With an allocation of RM100 million, the initiative is expected to benefit 500 companies and contractors operating in Selangor" [3].
Other financial support includes RM4.5 million in rental reductions, RM14 million for the Selangor Penyayang Project, and RM20 million for Entrepreneur Quick Fund Financing [1, 2]. Interest-free loans of up to RM10,000 will be offered to 2,000 micro, small, and medium entrepreneurs through Yayasan Hijrah Selangor and Platform Selangor [3, 4, 5]. About 6,000 entrepreneurs with existing financing from Yayasan Hijrah may restructure their loans without extra interest or penalties, helping maintain business continuity during global disruptions. Datuk Seri Amirudin Shari noted, "A total of 6,000 entrepreneurs with existing HIJRAH financing may apply for restructuring without incurring additional interest or penalty charges" [5].
Support for agropreneurs was increased, with 469 farmers and fishermen receiving aid such as feed, fertilizer, fuel vouchers, and enhanced cash assistance from RM300 to RM600. Additionally, 500 agropreneurs will access fully subsidized financing of up to RM10,000 each [4, 5].
The Selangor Career Programme aims to help 30,000 job seekers in 2026, prioritizing those displaced within the year, providing support to match them with employment opportunities across key industries [4].
