Shanghai's Pudong New Area has built a one-stop mediation, arbitration and litigation system for foreign-related commercial disputes since 2019, as local courts expand services for companies in the Lin-gang Special Area. [1]
The People's Court of Pudong New Area oversees Lin-gang and has set up a one-stop dispute resolution platform for international commercial affairs. Since the dedicated service office opened, 1,375 commercial disputes have been mediated and 56 cases have been coordinated with arbitration institutions. [1]
The National Development and Reform Commission has recognized the mechanism as one of 25 Pudong innovations to be promoted nationwide. The court said the system is built to handle commercial disputes more efficiently for foreign firms active in the area. [1]
In August 2025, the Shanghai International Commercial Court opened the Lin-gang Special Area Circuit Court and held its first hearing on Aug. 29. That first case involved a breach of contract over NVIDIA chip supplies during the global semiconductor shortage. [1]
Lin-gang hosts many foreign enterprises, including Tesla, and a Pudong court official said the area aims to serve businesses with an outward-looking legal framework. Yan Jianyi, an official from the Shanghai Pudong People's Court, said: "Lin-gang may be one of the farthest districts from Shanghai's center, but we are the closest to the world." [1]
